AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democratic processes just eight days before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator explained in a report released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these parties, the study pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the showing of the Freedom party.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
