American lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, called Obamacare.
Deepening Impact of Government Shutdown
The effect on US citizens from the lengthiest closure of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Florida Resort
As Saturday's session got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators praised the proposal, which is similar to a alternative for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is actually better for the patient," one senator said.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Opposition Response
Opposition senators expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the censure of insurance companies by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I applaud your support for Medicare for All."
Continuing Talks
The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an openness to an emerging plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the ACA payments.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the payments for a year.
Another leading Democratic senator continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.
"Inaction is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Some analysts suggested that the essence of such a proposal would remove the ACA's mandate that insurance companies cover patients with existing health issues.
After his golf outing, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
